In an unprecedented move, the Treasury has agreed to extend the guarantee in place for existing customer savings to all new deposits. Any individual will now be able to place millions of pounds with the bank, safe in the knowledge that the money has a 100pc Government guarantee.
The news saw Northern Rock shares jump more than 10pc to 193p in morning trading.
No other UK high street bank can offer protection for anything above the first £35,000 of a customer's deposit under the current financial services compensation scheme arrangement.

Northern Rock has agreed to "pay an appropriate fee for the extension of the guarantee to ensure that it does not receive a commercial advantage".

The fee will be calculated as a percentage of all new customer deposits made at the bank. On top of the "commercial advantage" fee, Northern Rock is paying "£40m-£50m in the period to December 31" to cover the Government's advisory costs as well as its own. The measures are expected to help see off suggestions that the bail out equates to state aid, prohibited by the EU.
In addition, the bank has also been given new terms for its Bank of England facility that will make it easier to borrow. These will "enable the company to borrow through the Bank of England on a secured basis against all of its assets... [and] allow Northern Rock to continue to pursue the full range of its strategic options".

Moody's Investors Service has assigned its Aa1 ratings to Toyota Motor Corporation's (7203.T) (Toyota) Series 7, Yen 120 billion, 1.34 % bonds, due 2013 and Series 8, Yen 80 billion, 2.01 % bonds, due 2018. The rating outlook is negative.
Toyota's long-term Aa1 rating reflects Moody's expectation that Toyota continues to update the quality of its models and enhance its brand image.
The widening breadth of Toyota's product line, its strong brand image and its formidable R&D program should support a successful long-term new product strategy, which should, in turn, allow it to maintain and increase its global sales and market share, even against the backdrop of a slowing world economy.

Toyota's conservative financial management strategy has resulted in superior financial flexibility and further supports the rating. Moody's believes that Toyota will preserve its very strong degree of balance sheet liquidity.
The length and severity of the downturn in the global automotive markets will likely result in significantly weaker-than-expected credit metrics for Toyota's profitability, and pressure on earnings will continue through FYE 3/2009 and into FYE 3/2010.
However, in Moody's view, Toyota's profits should recover significantly in FYE 3/2011, as the company restores the profitability of its product portfolio, albeit with lower volumes and revenues, even in a strong yen environment.

Fortis Bank

Fortis, the troubled Belgian bank whose future has been clouded by a top-level political crisis, has admitted losing almost €300m (£280m) after an ill-fated move into sterling and the US dollar.
The loss, which makes a significant dent in Fortis's remaining cash reserves, was incurred following the suspension of its proposed takeover by France's BNP Paribas.
Fortis said this morning that it had bought undisclosed amounts of both currencies on 8 December, in preparation for the merger with BNP. The deal was hit by a legal challenge four days later and the subsequent collapse of the Belgian government.
The pound and the dollar have since slid in value versus the euro, and it appears that Fortis did not take the precaution of hedging the transaction.

"Given the current uncertainty, Fortis decided to sell the US dollars and pounds sterling again, resulting in a net loss for Fortis of €295m. This loss reflects the recent devaluation of the US dollar and the pound sterling," it said today.
The loss cuts Fortis's net cash reserves down from €2.1bn to €1.8bn. Shares in the bank fell by almost 10% following the admission.
A deal to save Fortis was hammered out at the end of September by the European Central Bank with the governments of the Netherlands, Belgium and Luxembourg.
